Xavier manages the operations and strategy of Zea Partners a non-profit network for companies building open source solutions. Zea activities are focused on growing the open source market by pooling resources for promotion, research and advocacy.

He is also member of the Advisory Board of the Plone Foundation and its representative at EU Institutions. Xavier has a long-term collaboration with leaders of advocacy groupings such as Open Forum Europe (OFE) and the Free Software Foundation Europe (FSFE). He is co-founder of OBOOE, the European Federation for the Open Source Industry representing over 1000 open source SMEs across Europe.

Active in open source since 2002, he has expertise in network management. Xavier is also co-founder of PloneGov, a collaborative eGovernment initiative that draws international attention. He has previous FP7 and FP6 experience taken part in FLOSSmetrics, Qualoss, eGovMoNet and Calibre.
