Sylvia Archmann (AT), Senior Lecturer, joined EIPA on 1.11.2005 as a Seconded National Expert in the Unit on Public Management and Comparative Public Administration: - a university degree in economics and informatics from the University of Vienna (Austria) - joined the Austrian civil service as IT specialist in 1980. During her professional career to date, she has worked in various fields of public administration for several ministries and the Federal Chancellery in Austria. - Director of the unit in charge of running the award-winning internet platform HELP (www.help.gv.at) - a founder member of the IPSG Group (Innovative Public Services Group under the umbrella of EUPAN), involved in and leading projects on performance indicators and benchmarking - the Austrian representative for several OECD-PUMA (Public Management) projects such as the Strengthening Citizen-Government Connections working group -project leader of the Modinis Study on Interoperability on Local and Regional Level in eGovernment (within the EU 2010-programme) fields of specialisation: public administration, organisational development, eGovernment, quality management, performance management, project management and administrative development, benchmarking, use of social media, change management and communication
