The eGovernment solutions are often developed and operated jointly by the government and the private sector. Collaboration is often associated with challenges, opportunities and risks that must be controlled. In addition, a common language and clear definitions often lack.

The purpose of this Guide is to fill this gap and show to the project managers and decision makers of the public administration and the economy sector, cooperation models that can be implemented in practice. Complex issues are structured and explained in context. Checklists and practical aid to decision making allows the project manager to assess on time whether to pursue a project as a public-private partnership. The procedure for the establishment of collaboration is then explained using basic models of collaboration. The models are illustrated with practical examples and experience project reports that have been already completed.
